As the 14th legislature’s deputies convened for their inaugural oral questions plenary session at the Palais Léon Mba this Tuesday, June 2, 2026, a significant institutional event captured widespread attention: the upcoming Parliament Congress, now scheduled for June 15. The President of the National Assembly, Michel Régis Onanga M. Ndiaye, brought this crucial constitutional deadline to the forefront of the legislative chamber by directly addressing Hermann Immongault, the Vice-President of the Government.

Far from being a mere formality, this grand republican gathering adheres to fundamental requirements embedded within Gabon’s legal framework. The Congress, bringing together both the National Assembly and the Senate, will serve as the solemn platform for the State of the Nation address by the President of the Republic, Head of State, and Head of Government, Brice Clotaire Oligui Nguema.

This procedure directly aligns with the respect for prerogatives linking the executive and legislative branches, as solemnly articulated in the fundamental law. Upholding these supreme provisions, the constitutional text precisely outlines this moment of evaluation before the national representation: «The President of the Republic communicates with each Chamber of Parliament through messages read by the President of the respective Chamber. Upon his request, he may address the Parliament convened in Congress. These communications shall not be subject to any debate.»

Whether it involves major economic reforms debated previously, such as the restructuring of La Poste S.A. or the prohibition of raw manganese exports, or pressing social issues related to the issuance of national identity cards, all must be brought to completion. The deputies, fresh from the preparatory Conference of Presidents, are acutely aware that time is running out to synchronize public action before the Head of State’s crucial address.
