Togo’s evolving Sahel strategy targets regional stability

The Togo has taken a proactive stance in reshaping its Sahel strategy, positioning itself as a potential mediator between West African nations facing jihadist threats and the broader international community. Speaking on April 18, officials emphasized Lomé’s determination to act as a bridge to foster dialogue and collective security solutions.

According to Robert Dussey, Togo’s Foreign Affairs Minister, the country’s updated approach is a response to the escalating terrorism crisis in the Sahel, which now threatens regional stability. This second phase of Togo’s strategy aims to address both immediate security challenges and long-term diplomatic engagement.

The government’s strategy is built on three key pillars:

  • Strengthening regional cooperation to bolster peace and security across the Sahel.
  • Acting as a facilitator to create conditions conducive to political stability and dialogue.
  • Supporting normalization processes in countries led by military regimes following coups.

Jean Emmanuel Gnagnon, a researcher at the University of Lomé and crisis management expert, acknowledges Togo’s progress in preventing jihadist infiltration but warns that earlier phases only delayed the crisis rather than resolving it. He highlights Togo’s improved security infrastructure as a relative success compared to neighboring nations.

Mixed reactions to Togo’s diplomatic efforts

While some experts praise Togo’s initiatives, skepticism remains. Political scientist Madji Diabakaté compares the country’s ambitions to a frog trying to match an ox, arguing that Togo’s support for military-led governments has weakened regional institutions like the ECOWAS without addressing core issues of insecurity or democratic backsliding.

Domestic criticism also persists, with citizens urging the government to prioritize domestic stability before extending diplomatic outreach. Despite these concerns, Robert Dussey maintains that Togo’s approach aligns with regional and international interests, emphasizing shared goals over unilateral actions.
