Togo luxembourg strengthen ties with three major agreements in Lomé

Lomé’s diplomatic landscape has reached new heights with the Togolese Foreign Minister Prof. Robert Dussey welcoming his Luxembourg counterpart, Vice-Premier and Foreign Minister Xavier Bettel, for a landmark visit on July 15, 2026.

This official engagement, the second in two years, underscores the deep-rooted partnership between Togo and Luxembourg, tracing back to their diplomatic ties established on March 7, 1972. The visit culminated in the signing of three pivotal agreements designed to accelerate Togo‘s sustainable development and digital transformation.

Reinforcing decades of strong bilateral relations

The high-level talks in Lomé reaffirmed the unwavering commitment of both nations to deepen cooperation. In a move to institutionalize their collaboration, the two countries announced plans to formalize regular political consultations through a future protocol agreement.

Three groundbreaking agreements for Togo’s future

The landmark meeting resulted in the signing of three critical instruments:

  • The INCLURE environmental financing protocol: A flagship initiative dedicated to enhancing ecological sustainability and climate resilience across Togo.

  • The Togo-Luxembourg Indicative Cooperation Program (PIC): A structured framework to ensure sustained development aid and project alignment between the two nations.

  • The Togocyber+ cybersecurity program: A digital security initiative leveraging LuxDev‘s technical expertise to bolster Togo‘s transition to a secure digital economy. The program will be overseen by Digital Transition Minister Cina Lawson.

The agreements reflect a shared vision for progress, combining environmental stewardship, development cooperation, and digital innovation to shape a resilient and prosperous future for Togo.
