Senegal’s parliament establishes new public policy oversight committee

A significant legislative reform has taken shape within Senegal’s parliamentary system. Just yesterday, on Friday, August 26, 2026, the National Assembly officially inaugurated the Committee for the Evaluation of Public Policies (CEPP). This crucial new body fulfills a long-standing commitment stemming from the 2016 constitutional revision, signaling a historic advancement for transparency and sound governance across the nation.

Far from being just another parliamentary entity, the CEPP holds a pivotal mission: to meticulously scrutinize the actual impact of state investments on the daily lives of Senegalese citizens. This institution is designed to meticulously structure, execute, and monitor the assessment of public policies. Through this mechanism, members of parliament will gain the capacity to verify the efficient and transparent allocation of public funds.

Parliamentarians will no longer be limited to merely enacting legislation. They are now equipped with a specialized technical instrument to gauge the effectiveness of government initiatives. To ensure its broad legitimacy and reach, the CEPP’s composition draws together prominent figures from across the National Assembly. It incorporates all political perspectives, including the President of the National Assembly, leaders of parliamentary groups, chairs of the 14 permanent commissions, the representative for non-affiliated deputies, and nine additional deputies appointed proportionally to the political forces present.

This inclusive design fosters democratic balance, integrating both the majority and the opposition directly into the oversight process of public action.

Ousmane Sonko takes the helm of the committee

During its inaugural session, the CEPP’s executive board was elected to spearhead the body’s initial undertakings. As anticipated, the presidency was entrusted to Ousmane Sonko, who currently serves as the President of the National Assembly. His leadership is expected to be instrumental in endowing the committee with the requisite authority to effectively engage with the Executive branch.

He will be supported by Mohamed Sall, who was elected as First Vice-President, and Djimo Souaré, appointed as Second Vice-President. The administrative management and the drafting of official reports will be handled by Béatrice Germaine Faye and Adama Diallo, serving as First Secretary and Second Secretary, respectively.

This pivotal vote ushers in a new epoch for Senegalese parliamentarism. The CEPP is now tasked with promptly establishing its operational agenda. Citizens across the nation will keenly anticipate its initial evaluation reports, particularly concerning critical sectors such as healthcare, education, and the economy.
