The Rwandan leader engaged in strategic discussions with his Togolese counterpart, President Faure Essozimna Gnassingbé, at a time when African civil aviation is racing to construct a unified airspace.

The timing of this visit aligns with the opening of the 2026 African Air Transport Convention and Exhibition in Togo, bringing together top industry decision-makers until June 19. Spearheaded by Togolese Transport Minister Dr. Comla Kadje, this landmark event centers on a bold mission: dismantling protectionist barriers to integrate continental markets. The African Civil Aviation Commission (AFCAC) has launched an executive-level program to address the structural priorities of this unprecedented transition.

Understanding SAATM: Africa’s bold leap toward a single aviation market

At the heart of these discussions lies the Single African Air Transport Market (SAATM), a cornerstone initiative of the African Union’s Agenda 2063, first unveiled in 2018 during Paul Kagame’s pan-African leadership. The SAATM’s core mission is to deregulate air services and foster cross-border competition, effectively liberalizing Africa’s skies.

To date, 33 African nations — including Togo and Rwanda — have officially joined the initiative. The long-term goal is to fully implement the 1999 Yamoussoukro Decision. Participating states are committed to removing market access restrictions, eliminating cross-ownership caps, and granting mutual traffic rights spanning from first to fifth freedoms. According to African Development Bank projections, this unified market is projected to slash ticket prices, boost passenger traffic, and deliver substantial economic dividends.

This visit also underscores the growing strength of the diplomatic corridor between Rwanda and Togo. In early 2025, President Gnassingbé traveled to Kigali, where his talks with Kagame at Urugwiro Village laid the groundwork for deeper collaboration in agriculture, trade, investment, and green finance.

The ongoing synergy between the two leaders — frequently entrusted by the African Union to mediate regional conflicts — reinforces Lomé’s role as a vital hub for continental integration.

The bilateral meeting also addressed peace and security in Africa, recognizing these as inseparable pillars of economic prosperity. Ultimately, the SAATM’s triad of objectives — unifying air transport, liberalizing aviation, and facilitating the movement of goods and people — depends on a stable environment.
