The reforms also mandate mandatory NIN verification for passport issuance, closing a longstanding gap used by criminals to obtain travel documents under false identities. By unifying citizen data across government agencies, Nigeria aims to dismantle terrorist financing networks, curb identity fraud, and disrupt transnational crime. Security analysts view this move as a game-changer in the Sahel region, where militant groups have long exploited weak identity verification systems to move operatives and funds across borders.

The NIMC Act, signed in a high-profile ceremony at the Presidential Villa in Abuja, brings together key stakeholders including Senate President Godswill Akpabio, Deputy Speaker of the House Benjamin Kalu, Attorney-General Lateef Fagbemi, and NIMC Director-General Abisoye Coker-Odusote. Together, they hailed the legislation as a cornerstone of the country’s counter-terrorism and governance strategy.
