Morocco’s national water policy secures significant european funding

Morocco, in a collaborative effort with the European Union (EU) delegation in the Kingdom and the embassies of Germany, Italy, and France, has officially initiated a substantial program valued at 3.7 billion dirhams, equivalent to 402.2 million US dollars. This significant investment is dedicated to bolstering the nation’s comprehensive National Water Policy (PNE).

This strategic initiative is designed to support Morocco’s ongoing endeavors to enhance governance within its vital water sector. The program focuses on three core priorities: deepening understanding of water resources, optimizing the management of extreme hydrological events, and strengthening the institutional capacities across the sector. Furthermore, the program incorporates crucial technical assistance and facilitates the exchange of expertise between Moroccan and European institutions, fostering a collaborative approach to water challenges.

The total financial package comprises a direct contribution of 514.4 million dirhams from the European Union, complemented by three loans totaling 3.2 billion dirhams, which have been secured from various European financial institutions.

Morocco currently grapples with severe water stress, a challenge exacerbated by the impacts of climate change, steadily increasing water demand, a prolonged period of seven consecutive years of drought, and a notable deficit in rainfall.

To proactively address these pressing issues, the Kingdom has embarked on numerous projects aimed at ensuring secure access to water for its population. Key initiatives include the construction of new dams, the development of interconnected hydraulic networks, the strategic reuse of treated wastewater, and the implementation of extensive water-saving programs within both potable water supply systems and agricultural irrigation networks.

A cornerstone of Morocco’s long-term water security strategy is the significant investment in seawater desalination. This innovative approach is projected to meet over 50% of the nation’s drinking water requirements by 2030 and facilitate the irrigation of vast agricultural areas, thereby playing a critical role in enhancing Morocco’s food sovereignty.
