Morocco thwarts daech terror plot with precision raids

The first light of dawn had not yet broken over Aourir, a quiet coastal town just north of Agadir, when a fleet of armored vehicles and elite units rolled silently into its streets.

The mission was clear: dismantle a dangerous cell linked to the Islamic State (Daech) before it could strike. Acting on intelligence gathered by the Direction Générale de la Surveillance du Territoire (DGST), Special Forces launched a targeted raid. Within seconds, the suspect was neutralized.

Upon entering the residence, officers from the Bureau central d’Investigations judiciaires (BCIJ)—a DGST affiliate—uncovered evidence that the threat was far more advanced than mere radicalization. The individual possessed combat gear and bladed weapons, ready for action. Residents awoke to a heavy security presence, their relief palpable after learning a potential disaster had been averted.

Exposing a hidden bomb-making hub

South of Aourir, in the industrial zone of Inezgane, the operation took a more alarming turn. Authorities stormed a clandestine workshop in the Traast El Jorf district, where a chilling discovery awaited.

A 4×4 vehicle stood at the center of the facility. Mechanical inspection revealed a sinister modification: its original fuel tank had been replaced to run on butane gas. The design was intended to maximize thermal impact and shockwave in a suicide attack or vehicle-ramming strike against critical national infrastructure.

Recognizing the imminent explosion risk, the BCIJ activated an emergency protocol. Nearby residents were evacuated, bomb disposal units from the Direction Générale de la Sûreté Nationale (DGSN) deployed, and robotic systems with advanced sensors were used to safely inspect the vehicle’s interior.

Once secured, the inventory of the workshop sent shockwaves through the investigation team: gas canisters, pressure cookers repurposed as shrapnel-filled bombs, electrical wiring, detonators, welding equipment, and hazardous chemical substances in both solid and liquid forms.

A synchronized nationwide crackdown

While the operational heart of the cell lay in the Souss region, its network stretched across Morocco. To prevent the Aourir arrest from triggering an alert, the DGST Special Forces executed simultaneous raids in seven cities: Agadir, Taroudant, Casablanca, El Hajeb, Tétouan, Fquih Ben Salah, and Safi.

The operation resulted in the arrest of ten extremists. Among them: a 17-year-old minor—clear evidence of Daech’s cynical recruitment of youth—and a former convict previously jailed under anti-terrorism laws, highlighting the persistent challenge of recidivism.

Searches across multiple residences, assisted by explosives detection dogs, uncovered a trove of incriminating materials: military uniforms, handwritten bomb assembly manuals, and digital storage devices containing two critical videos. One showed the suspects pledging allegiance to Daech’s so-called caliph, while the other contained explicit threats of large-scale sabotage targeting national interests.

Tracing the Sahel connection

Preliminary investigations revealed a disturbing evolution in the terror threat. Cell members received direct orders and logistical support from Daech operatives in the Sahel region. The directive was unambiguous: avoid joining insurgent groups in sub-Saharan Africa and instead carry out attacks from within Morocco.

The cell’s leader had structured the group like a military unit, with compartmentalized teams to minimize leaks. One team handled reconnaissance and selection of high-value targets. Another procured chemicals, welding tools, and vehicles discreetly. The technical team, based in Inezgane, focused on modifying vehicles and assembling explosives.

The DGST and BCIJ’s swift action prevented a catastrophe. Nine adult suspects were taken into custody, while the minor was placed under specialized supervision under the terrorism prosecution unit.

With calm restored in Aourir and Inezgane, forensic experts and analysts at the BCIJ are now decrypting seized phones and hard drives. Their goal: map encrypted communications with the Sahel and ensure no dormant threats remain undetected.
