DRC digitalizes subcontracting attestation process to boost business efficiency

The Autorité de Régulation de la Sous-traitance dans le secteur privé (ARSP) in the Democratic Republic of the Congo (DRC) has launched a groundbreaking digital transformation initiative. The agency announced the full digitalization of the Subcontracting Attestation issuance process, marking a significant leap toward streamlining administrative procedures for businesses operating in the country.

Spearheaded by ARSP Director General Juan Ted Beleshayi Kasanda, this reform aims to drastically reduce processing times by eliminating manual steps. The ultimate goal is to shorten the issuance timeline from the current duration to just seven days, with an ambitious target of 72 hours in the near future.

How the Digital Transformation Works

Under the new system, businesses can now request and receive their Subcontracting Attestation entirely online. The process eliminates the need for physical submissions and in-person follow-ups, allowing entrepreneurs to focus on their core operations. Once issued, the attestation is delivered in electronic format, which can be printed directly by the holder. Each document is secured with a QR Code to enable instant verification of its authenticity, while a public registry of valid attestations is available on the ARSP’s official website.

Key Benefits for Businesses

The digital reform introduces several advantages for the private sector:

  • Extended validity: The duration of attestations has been increased from three to five years, applicable to both new applications and renewals.
  • Simplified compliance: Companies can avoid bureaucratic hurdles and reduce delays in securing essential documentation.

The ARSP has already issued the first batch of digital attestations to seven companies, including MASKAN SERVICES SARL, PANAFRIVA SARLU, NKAEL SERVICES SARL, MAG CONTRACTOR SARL, ENTREPRISE GÉNÉRALE INVEST SARL, LIELE GLOBAL INVESTMENT CORPORATION SARL, and PERCEVE SARL.
