Côte d’Ivoire secures record foreign investments to boost 2030 development plan

Côte d’Ivoire has shattered expectations by securing international funding commitments that far exceed its initial targets for its National Development Plan (PND) through 2030. This landmark achievement underscores the West African nation’s economic resilience and growing appeal to global investors.

Economic momentum drives unprecedented investor confidence

After emerging from a turbulent period in the early 2000s, Côte d’Ivoire has transformed into one of West Africa’s most promising investment destinations. The country’s consistent GDP growth rate of 6.5% over recent years, combined with restored political stability, has made it a magnet for international capital.

A high-profile forum in Abidjan this week brought together government officials and hundreds of public and private investors to finalize funding arrangements for the PND. The five-year strategy encompasses critical sectors including agriculture modernization, infrastructure development, and the creation of national champions through targeted enterprise support.

Financial commitments dwarf initial projections

When Côte d’Ivoire launched its development plan, officials anticipated securing approximately $20 billion in public funding. Instead, international partners—including the World Bank, African Development Bank, and European Union—committed over $80 billion in development assistance, quadrupling the original target.

Minister of Planning Souleymane Diarrassouba highlighted the significance of these pledges, noting that 70% of the total $209 billion plan is expected to come from private sector investments. This vote of confidence in Côte d’Ivoire’s economic trajectory reflects strong fundamentals across key indicators.

The nation’s economic diversification efforts—spurred by recent oil, gas, and mineral discoveries—are further enhancing its attractiveness. In February alone, Côte d’Ivoire raised $1.3 billion through international bond issuance at favorable terms for an emerging market. The International Monetary Fund also approved a $833 million disbursement package in June, praising the country’s resilient economy while projecting a slight growth slowdown to 6% in 2026 from 6.5% in 2025.

Agriculture remains central to transformation

Agriculture continues to anchor Côte d’Ivoire’s economic model, contributing 20% of GDP. The PND prioritizes this sector through modernization initiatives while expanding investments in high-potential industries identified in recent exploration campaigns. Infrastructure projects—including a planned high-speed rail network—aim to connect economic hubs and unlock new growth corridors.

With these substantial financial inflows, Côte d’Ivoire is poised to accelerate its transformation into a diversified, high-growth economy, offering compelling opportunities for both local and international stakeholders.
