Bénin is embarking on a significant transformation of its national intelligence apparatus, marked by the establishment of the Direction générale des services (Dgs). This new entity is set to supersede the former Direction des services de liaison et de documentation (Dsld).

This strategic overhaul comes at a critical juncture, with the West African sub-region facing escalating threats from terrorism and rampant cross-border criminal activities. The primary objective, as understood through various reports, is to equip Bénin with a more advanced and highly efficient intelligence service. The Dgs will be entrusted with the crucial tasks of collecting, analyzing, and leveraging strategic intelligence. Furthermore, it is mandated to bolster threat prevention mechanisms and foster enhanced collaboration with partner intelligence agencies across the region.

Leadership continuity for stability

In a move signaling confidence and continuity, Captain Orphée Hounkanrin, who previously served as the head of the Dsld, will retain his leadership role within the newly formed Dgs. While the specific achievements of the Dsld largely remained confidential due to national security protocols, the decision to keep its former director at the helm of the Dgs strongly indicates governmental approval of his performance. By reaffirming their trust in Captain Hounkanrin, Béninese authorities appear to acknowledge his profound expertise and his vital contributions to strengthening the nation’s intelligence framework, particularly amid a demanding security landscape.
