Bénin security: minister Djibril Mama Cisse assesses field realities in Kandi and Parakou
Minister Djibril Mama Cisse continues his security assessment tour across Bénin, engaging directly with local security forces in Kandi and Parakou to refine public safety strategies.
The nationwide security assessment tour led by Bénin’s Interior and Public Security Minister, Djibril Mama Cisse, reached Kandi and Parakou on June 23, 2026. The minister and his delegation visited critical security installations, including the Special Multipurpose Intervention Group (GSPI) base in Kandi, civil protection agencies in Alibori and Borgou departments, as well as the Mobile Intervention Company of the Republican Police in Parakou and the regional Interior and Public Security Directorate.
This strategic visit aimed to evaluate ground-level security conditions firsthand and gather direct feedback from frontline officers to refine national security policies. “My presence here should be seen as a listening mission,” Minister Cisse emphasized during an open dialogue session with police personnel of all ranks at the Kandi Republican Police intervention base. “I came specifically to hear your concerns.”
In both Kandi and Parakou, the minister encouraged open discussions, urging officers to voice operational challenges. Addressing these concerns, he noted, would enhance both the effectiveness of security operations and operational efficiency nationwide. Discussions uncovered pressing issues including career advancement opportunities, deployment durations in high-risk zones, motivation gaps, inadequate risk allowances, staffing shortages, and insufficient specialist personnel.
Additional challenges highlighted involved poor GSM network coverage in remote areas, vandalism of communication infrastructure, and inadequate protection for certain police stations. In response, senior police officials and ministry representatives outlined ongoing initiatives and proposed solutions to address these concerns, particularly regarding career progression pathways.
The minister extended heartfelt recognition to security forces, praising their courage and dedication. “It is your unwavering commitment that allows ordinary Béninois citizens to live and work in peace,” he stated. “The Republic stands strong because of your sacrifices.”
“I haven’t come to make empty promises,” he clarified. “But we must collectively rise to meet these challenges.” Minister Cisse called on all security personnel to redouble their efforts, emphasizing that resolving these operational hurdles remains a top government priority to ensure Bénin’s continued security and unhindered development trajectory.
