As a result, Benin now finds itself as the sole structured military presence in this buffer zone. This asymmetry provides terrorist groups with safe havens across the border. When Beninese forces apply pressure—such as during the Kouandé operation—attackers easily retreat into Niger or Burkina Faso, knowing local security forces are absent and unable to intercept them.

A tactical win with strategic limits

But this success also highlights the monumental challenge facing Cotonou.
