Bénin lawmakers appoint ces first vice-president as new mediator of the republic

On Wednesday, 24 June 2026, during a plenary session at the Palais des Gouverneurs, deputies of the 10th legislature examined and adopted a bill modifying Law No. 2009-22 of 3 January 2014 on the Mediator of the Republic.

This legislative reform eliminates the separate appointment for the Mediator of the Republic, streamlining state operations.

From now on, the duties of this conciliation body will automatically fall to the first vice-president of the Economic and Social Council (CES). Given the current composition of the CES, this responsibility goes to Razacki Amouda Issifou.

He will thus combine his role as first vice-president of the advisory body with his new missions as Mediator of the Republic.

The new Mediator of the Republic brings a seasoned jurist profile and extensive experience at the highest levels of the state. Razacki Amouda Issifou has notably served as vice-president and then president of the Constitutional Court of Bénin.

His career also includes leading the prestigious Law Commission at the National Assembly. He served as secretary-general of the first National Autonomous Electoral Commission (CENA) in 1996, as mayor from 2010 to 2015, and held several strategic director positions within the Ministry of Justice.

His thorough understanding of administrative and constitutional mechanisms makes him well suited to lead this new version of the Mediator of the Republic.
