Togo’s decentralization takes a significant step forward in Paris

PARIS, July 7, 2026 — A pivotal moment has arrived for Togo’s decentralization initiatives. On Monday, July 6, 2026, a high-level delegation representing Togolese local authorities convened at the Paris headquarters of the International Association of Francophone Mayors (AIMF). Frédéric Vallier, the organization’s General Delegate, and his team hosted the crucial working session.

Beyond standard diplomatic exchanges, this meeting underscored a clear mutual commitment: to transform conceptual agreements into tangible economic and infrastructural advancements benefiting Togolese communes.

Assessing the tangible impact on the ground

The primary objective of this Paris gathering was to conduct a thorough review of projects co-financed by AIMF in Togo. With Togolese municipalities, strengthened since recent local elections, striving to solidify their legitimacy through visible outcomes, AIMF’s support proves to be a critical added value.

Discussions focused on evaluating the impact of ongoing initiatives, particularly in these vital sectors:

  • Access to essential services: Modernizing potable water and sanitation networks across secondary communes.
  • Institutional capacity building: Training programs for elected officials and municipal technical staff to optimize local budget management.
  • Local economic development: Structuring municipal markets and commercial zones to bolster local government revenues.

Charting a course for project engineering and new funding

The true significance of this meeting lies in opening new avenues for decentralized cooperation with French partners and the broader Francophone network. For Togo, the challenge extends beyond merely receiving operational subsidies; it now encompasses achieving genuine autonomy in project engineering.

“The future of decentralization hinges on the capacity of communes to design bankable projects. AIMF positions itself not just as a financial backer, but as a catalyst for technical and financial partnerships on an international scale.”

By directly connecting Togolese mayors with their counterparts across the Francophone world, this meeting lays the groundwork for peer-to-peer partnerships. In the long term, this dynamic is expected to foster transfers of technology and expertise, particularly in two major areas for the coming years: the digital transformation of local administrations and the enhancement of climate resilience against urban flooding risks.

Finally, AIMF’s technical teams and representatives from Togolese local authorities agreed to establish an updated roadmap by the end of the current quarter. The objective is to align future funding with the priorities of Togo’s National Local Development Plan, ensuring that every euro invested generates maximum social and economic impact for the benefit of its citizens.
