Distinguished guests, ladies and gentlemen,

It is with great pride that I address you today at this groundbreaking ceremony for N’Djamena’s new 40 megawatt power plant — a landmark project that embodies the positive momentum in Algerian-Chadian cooperation.

On behalf of the Chadian Government and in my personal capacity, I extend a warm welcome to my brother and counterpart, His Excellency Prime Minister Sifi Ghrieb, and the entire Algerian delegation accompanying him.

Your presence today underscores the depth of the friendship and cooperation that bind our two nations and our shared commitment to strengthening these ties for the benefit of our peoples.

a historic moment in bilateral relations

This ceremony holds special significance. It reflects the common vision and unwavering commitment of President Mahamat Idriss Déby Itno of Chad and President Abdelmadjid Tebboune of Algeria to deepen cooperation between our countries.

The two leaders share a unified vision for sustainable development and stronger state relations.

Today’s groundbreaking is more than the launch of a construction project — it symbolizes a shared ambition: to harness our cooperation to drive sustainable development, economic growth, and improved living standards for our people.

This initiative follows high-level commitments formalized in the Memorandum of Understanding signed on April 22, 2026, and the grant agreement signed on May 14, 2026, between the relevant ministries of both countries.

The swift translation of these commitments into action demonstrates the strength of dialogue between our governments and the efficiency of collaboration between Chadian and Algerian technical teams.

It also highlights the values of trust, mutual respect, and solidarity that underpin our partnership.

a 40 mw gas turbine power plant to energize N’Djamena

Through the deployment of a 40 megawatt mobile gas turbine power plant, the Algerian Government is making a tangible contribution to Chad’s efforts to modernize its energy infrastructure and meet the rising electricity demands of its growing population.

This generous gesture builds on decades of historical ties, friendship, and cooperation between our two nations.

On behalf of President Déby Itno, the Chadian Government, and the people of Chad, I extend our deepest appreciation to:

  • His Excellency the President of the People’s Democratic Republic of Algeria;
  • His Excellency the Prime Minister;
  • The Algerian Government;
  • And all institutions and technical teams involved in bringing this initiative to life.

why energy is a strategic priority for Chad

Energy remains a cornerstone of economic and social progress. It powers public services, drives economic activity, supports industrialization, and enhances quality of life.

The Chadian Government has prioritized energy sector development as key to national progress.

The power plant we are launching today will strengthen N’Djamena’s energy grid and gradually improve electricity supply reliability.

Its impact will include:

  • Wider access to electricity for households;
  • Enhanced grid stability;
  • Support for economic and productive activities;
  • Improved public services;
  • And alignment with the rapid growth of our capital.

These benefits will extend to families, schools, health facilities, and businesses across the city.

Chad’s commitment to project success

The Chadian Government is fully committed to ensuring the smooth and successful implementation of this project.

We reaffirm our dedication to:

  • Honoring all agreed-upon commitments;
  • Streamlining administrative and logistical procedures;
  • Supporting technical teams throughout the process;
  • Ensuring site security;
  • And closely monitoring construction progress.

Our goal is to make this project a shining example of African cooperation — one built on trust, efficiency, and tangible results.

a new chapter in algerian-chadian relations

Today’s groundbreaking opens a new chapter in our bilateral relations.

It reflects our shared belief that Africa possesses the resources, skills, and solidarity needed to overcome development challenges.

It also demonstrates our countries’ ability to turn political commitments into real, people-centered achievements.

This power plant is more than an energy facility — it is a symbol of trust, a beacon of fraternity, and a foundation for a resilient, sustainable future.

It represents a model of pragmatic diplomacy between Chad and Algeria.

With Algerian expertise and training, our technicians will gain the skills to independently manage this vital infrastructure — forging a bridge of sovereignty, shared prosperity, and mutual confidence between our peoples.

I look forward to this project being the first of many joint initiatives in energy, infrastructure, health, education, and economic development.

Long live the friendship between the Chadian and Algerian peoples!

Long live African solidarity in the service of progress!

Thank you for your kind attention.
