This series of actions comes as the cohabitation at the highest echelons of the state, between the head of government and President Bassirou Diomaye Faye, is being interpreted contradictorily by West African media outlets. In Dakar and abroad, observers are closely scrutinizing the evolving power dynamics within the party that ascended to power in March 2024.

The tone adopted by the head of government in recent days marks a distinct departure from the restraint shown during the initial months of his tenure. Ousmane Sonko is publicly settling scores with segments of the Senegalese political class, targeting both the former regime and civil society figures whom he accuses of clandestine maneuvers. This strategy, as analyzed by African press reviews, aims to reoccupy the media landscape and reaffirm his influence over the governing coalition.

Specifically, the executive’s second-in-command is primarily addressing his militant base. Pastef, a party dissolved then reinstated before the presidential election, retains significant political capital in major cities and among the youth. By reactivating the rhetoric of rupture, Sonko seeks to solidify a legitimacy derived from the November 2024 legislative elections, which had confirmed his movement’s strong presence in the National Assembly.

Loyalists marginalized within the state apparatus

Current negotiations with the International Monetary Fund (IMF) regarding debt sustainability, following the revelation of degraded public accounts inherited from the Macky Sall era, demand a unified governmental voice. However, the Prime Minister’s assertive pronouncements, perceived as a personal affirmation, could obscure the official message concerning the budgetary trajectory and structural reforms outlined in the Sénégal 2050 framework.

Nevertheless, Sonko possesses substantial advantages. His parliamentary majority, his popularity among those under thirty, and his control over the party apparatus afford him a rare degree of maneuverability for a head of government. The question now is whether this verbal offensive presages a cabinet reshuffle, a programmatic repositioning, or simply a consolidation of the Prime Minister’s authority within his own political family. This sequence initiated by Ousmane Sonko undeniably marks a new phase in Senegalese political life.
