The Committee for the Evaluation of Public Policies (CEPP) is tasked with structuring, leading, and overseeing parliamentary evaluations of public policies. Its core mission is to enhance the monitoring of public action and improve the effectiveness of implemented policies across Senegal.
The National Assembly has reached a pivotal milestone in strengthening parliamentary oversight. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Committee for the Evaluation of Public Policies (CEPP), focusing on its official establishment and the election of its Executive Bureau.
This formal launch marks a significant moment in Senegal’s parliamentary operations. Envisioned since the constitutional revision of 2016, the evaluation of public policies is now fully operational within the National Assembly. The CEPP’s primary responsibility involves organizing, conducting, and tracking parliamentary assessments of public policies, thereby reinforcing accountability in public administration and ensuring the optimal impact of governmental initiatives.
Composition of the Committee for the Evaluation of Public Policies
The committee brings together key figures including the President of the National Assembly, the leaders of parliamentary groups, the representative for non-registered deputies, the presidents of the 14 standing commissions, and an additional nine deputies along with their alternates. These nine members are selected proportionally from the officially constituted parliamentary groups, also incorporating nominations from non-registered deputies.
Following its initial gathering, the CEPP’s Executive Bureau was officially formed. Ousmane Sonko, in his capacity as President of the National Assembly, will serve as the committee’s President. He will be supported by Mohamed Sall, who assumes the role of First Vice-President, and Djimo Souaré, appointed as Second Vice-President. Béatrice Germaine Faye has been named First Secretary, while Adama Diallo will serve as Second Secretary.
With the establishment of this vital committee, the National Assembly aims to provide a tangible framework for the parliamentary evaluation of public policies, thereby bolstering its critical role in overseeing governmental activities and ensuring transparency and efficiency in Senegal’s governance.
