Gabon Ramps Up Mining Sector Oversight

The Gabonese mining sector is entering a phase of unprecedented scrutiny. The Ministry of Mines has announced the launch, effective July 16, 2026, of a comprehensive operation to verify and regularize mineral titles granted to gold-exploring companies on national territory.

Conducting a Mandatory Audit for Gold-Aurifère Stakeholders

In practice, all mining companies holding exploration or exploitation permits in the gold segment will be summoned before relevant authorities. The audit will focus on three interconnected aspects: administrative regularity of titles, technical solidity of operations conducted on site, and effective financial capacity of title holders to honor their commitments.

The goal is not only fiscal but also to create an accurate mapping of active operators versus those holding dormant titles that are not being effectively exploited. This phenomenon, known in the mining jargon as ‘dormant’ titles, immobilizes areas with significant geological potential without generating any revenue for the state. The Gabonese move fits into a regional trend: several Central African and Western African countries have recently tightened their permit maintenance conditions.

Structuring a Strategic Sector to Boost Public Revenue

The gold industry is becoming increasingly important in Gabon’s economic diversification strategy, which has long been reliant on oil and manganese. The country aims to formalize its mining sector and capture a significant share of production currently exported through opaque channels.

While the control aspect goes beyond just fiscal benefits, it also reflects the administration’s commitment to sovereignty over natural resources, as highlighted by the new political framework. Regularizing mineral titles is a credibility test for the administration.

Potential Sanctions for Non-Compliant Companies

Companies that fail to comply with the audit or cannot justify the validity of their titles risk facing penalties, including the revocation of permits. This perspective is not unprecedented in African jurisdictions: similar campaigns have led to the annulment of numerous mining titles, releasing large mineral blocks through new bidding processes.

International investors will be closely watching the implementation of this mechanism. The predictability of laws remains a crucial factor in the extractive industry, where investment cycles span several decades. A well-conducted audit that is transparent and backed by decisive decisions can enhance the attractiveness of Gabon. Conversely, an opaque or arbitrary application could deter private capital at a time when the country seeks to attract new industrial partners.

The announced deadline leaves a few weeks for companies to gather their documents and prepare for the commission’s questions. The coming months will determine whether this campaign leads to a genuine overhaul of Gabon’s gold mining landscape or simply an administrative exercise.
