Gabon launches budget talks for 2027 fiscal plan

The Gabonese government has officially inaugurated budget conferences in Libreville to shape the foundation of the 2027 Finance Bill, marking a pivotal step in fiscal planning.

These conferences, mandated by Circular No. 000245/PR/SG dated March 31, 2026, follow a structured two-phase approach. The first phase, running from July 14 to 17, focuses on ministerial-level discussions. The second phase, scheduled for July 20 to 24, will convene technical experts within sectoral administrations to scrutinize revenue projections, assess expenditure feasibility, and determine public finance requirements.

The technical sessions will bring together program directors from ministries, state operators, and officials from the General Budget Directorate and the Commissariat General for Planning and Development. Their mission is to validate the accuracy of revenue forecasts, evaluate the sustainability of proposed expenditures, and identify critical funding gaps in government operations.

According to the official announcement, these discussions are designed to lay the groundwork for a budget that is transparent, realistic, and sustainable. This initiative reflects the authorities’ commitment to enhancing public resource mobilization and improving spending efficiency amid economic challenges.

Aligning with national and regional priorities

The conferences are structured to align with the National Growth and Development Plan (2026–2030), incorporating insights from the June 27 budget orientation debate and parliamentary discussions on the 2026 supplementary finance law. Additionally, they reflect commitments made during the Extraordinary CEMAC Heads of State Summit held in Brazzaville on January 22, 2026.

Cabinet discussions will also prioritize the directives set by President Brice Clotaire Oligui Nguema, as outlined in his June 15, 2026, State of the Nation address. These priorities include infrastructure investment, social policy strengthening, and fiscal consolidation amid ongoing economic and institutional transitions.

Balancing revenues and expenditures in 2026

For the 2026 fiscal year, the government revised the national budget downward through a supplementary finance law, reducing it to 5.4952 trillion CFA francs from an initial projection of 6.3582 trillion. This adjustment accounted for weaker-than-expected revenue streams and a renewed emphasis on expenditure control.

The 2026 budget remains focused on critical areas such as infrastructure development, social welfare enhancement, and public finance stabilization. Under the stewardship of Minister of Economy Thierry Minko, the ongoing conferences aim to ensure that the 2027 budget proposal is coherent with the 2027–2029 macroeconomic and fiscal framework while aligning with national priorities.
