Gabon and Meta: charting a path for social media regulation

The ongoing dialogue surrounding the future of digital platforms in Gabon recently saw a significant development. Germain Ngoyo Moussavou, President of Gabon’s High Authority of Communication (HAC), held discussions with representatives from Meta on the sidelines of the international “Abidjan 2” conference. These crucial talks centered on the suspension of social media within Gabon and the urgent need to establish a robust legal framework for the nation’s digital landscape.

From June 1st to 3rd, 2026, the city of Abidjan in Côte d’Ivoire hosted the “Abidjan 2” conference, a pivotal event dedicated to the regulation of artificial intelligence and digital platforms. Organized under the combined auspices of the Network of African Communication Regulatory Authorities (RIARC) and the Francophone Network of Media Regulators (REFRAM), this international gathering brought together a diverse group of regulators, digital experts, and representatives from leading global platforms to deliberate on challenges concerning AI, content moderation, and freedom of communication.

Social media suspension at the core of discussions

During the conference, the HAC President met with Balkissa Idé Siddo, Meta’s Director of Public Policies for Sub-Saharan Africa, who was accompanied by Serge Mbengue, the company’s representative for West Africa.

A communiqué from the HAC detailed that the primary focus of these exchanges was the current suspension of social media platforms in Gabon. Meta reportedly “acknowledged this sovereign decision by the Gabonese State” and expressed understanding of the authorities’ stated motivations. Meta’s representative also affirmed that the company is closely monitoring the regulatory initiatives currently being undertaken by Gabonese authorities, aimed at better governing the use of social media and other digital platforms.

A renewed commitment to dialogue

While Meta advocated for the lifting of the interim measure currently in effect, the American tech giant also conveyed its strong desire to continue discussions with the Gabonese regulator. The stated objective is to enhance content moderation relevant to Gabon and to strengthen collaborative efforts between the platform and the HAC.

This engagement occurs amidst a backdrop of escalating debates across the African continent regarding digital regulation. Participants at the “Abidjan 2” conference concluded their proceedings by adopting a final declaration. This declaration recommended bolstering the capacities of regulatory bodies, developing legal frameworks tailored to artificial intelligence and social media, and ensuring a more comprehensive integration of African languages within digital systems. Beyond Gabon’s specific situation, this series of events highlights the determination of African states to assert greater control over digital governance, all while maintaining constructive dialogue with the global leaders of the tech sector.
