This follows the interception of two other vessels, the Tagor and Smyrtos, earlier in June while they were sailing under the same illegal flag in the English Channel.
French President Emmanuel Macron confirmed that the vessel was sanctioned by Cameroon following the incidents involving the Tagor and Smyrtos. He stated that the Deliver is believed to be part of the so-called ghost fleet linked to Russia, a network of vessels used to bypass international sanctions.

According to Macron, the interception occurred on Tuesday, June 23, as the tanker transited off the coast of Sicily, violating maritime law. This latest operation against the ghost fleet, following a similar move by the United Kingdom, demonstrates Europe’s determination to prevent these vessels from circumventing sanctions and financing Russia’s war efforts, he stated.
The French President emphasized that Europe will not tolerate the ghost fleet from undermining sanctions imposed on Russia. In recent weeks, Cameroon’s Ministry of Transport has sanctioned and deregistered 39 vessels flying its flag as part of efforts to strengthen oversight and digitalize its maritime registry.
