The diplomatic landscape between France and Morocco is experiencing a notable warming trend, as confirmed by French Prime Minister Sébastien Lecornu during his official visit to Rabat. This high-level meeting marks a pivotal moment in bilateral relations, with plans for a historic friendship treaty and a potential state visit by Morocco’s King Mohammed VI to Paris currently under discussion.

The thaw in relations follows a period of heightened tensions, particularly after France’s recognition of Morocco’s sovereignty over Western Sahara in the summer of 2024. This decision, which sparked strong reactions from Algeria, set the stage for a series of diplomatic engagements aimed at restoring trust and collaboration between the two nations.

a strategic partnership despite past controversies

Emmanuel Macron’s state visit to Rabat in October 2024 served as a turning point, effectively ending three years of strained relations. This visit resulted in a new era of cooperation, highlighted by significant commercial agreements and the establishment of an exceptional enhanced partnership. The two countries have since prioritized strengthening their ties, with a renewed focus on security and counter-terrorism efforts.

During his visit, Lecornu emphasized the shared interests of France and Morocco in combating jihadist threats across the Sahel region. He proposed positioning France as a key anchor for Morocco’s relationship with the European Union, further solidifying the strategic partnership between the two nations.

Aziz Akhannouch, Morocco’s Prime Minister, echoed this sentiment, calling for accelerated implementation of the commitments made in the 2024 partnership agreement and preparing for the next steps in this evolving relationship.

The leaders also discussed the growing jihadist threat in the Sahel, a region where both France and Morocco have significant strategic interests. The discussions underscored the importance of collaboration in addressing security challenges and maintaining regional stability.

Lecornu was greeted with full military honors upon his arrival in Rabat, accompanied by a delegation of twelve ministers, including Jean-Noël Barrot, Minister of Foreign Affairs, and Laurent Nunez, Minister of the Interior. The visit culminated in the resumption of the 15th High-Level Meeting between the two delegations, a dialogue platform that had not convened since 2019.

In a message relayed through Morocco’s official news agency, MAP, on the occasion of France’s Bastille Day, King Mohammed VI reaffirmed the importance of consolidating the privileged relationship between the two countries.
