Opposition party flags concerns over presidential absence

The Democratic Union of Cameroon (UDC) has issued a statement highlighting the need to strengthen state continuity mechanisms during President Paul Biya’s extended stay in Switzerland. The party emphasized that while the President’s legitimacy remains unquestioned, the prolonged absence raises important questions about the effective exercise of presidential duties and the application of temporary incapacity procedures.

The UDC’s communiqué, released on July 18, 2026, underscores that an extended absence does not automatically constitute a vacancy in the presidency. However, it argues that the current situation demands greater clarity in institutional responses to ensure seamless governance.

Proposed measures for enhanced state continuity

The UDC welcomes the recent constitutional reform reintroducing the position of Vice President, implemented on April 14, 2026. Yet the party insists this measure alone is insufficient. It calls for additional safeguards, including:

  • Formal guidelines for presidential absences: Establishing clear protocols for extended presidential absences from national territory.
  • Transparent communication: Regular updates to the public and Parliament regarding the President’s status and delegated responsibilities.
  • Delegation of presidential functions: Creating a structured process for officially delegating certain presidential duties during periods of absence.
  • Impartial incapacity assessment: Developing a fair and transparent procedure for determining temporary presidential incapacity.

The UDC also urges authorities to provide clear explanations regarding the continuity of state functions and calls on all political and institutional stakeholders to engage in a constructive dialogue to reinforce the constitutional framework. This, the party argues, is essential for maintaining national stability and public trust.

President Paul Biya left Yaoundé on June 7 for a private visit to Switzerland. More than a month later, he remains in Geneva, prompting reactions from opposition figures and civil society organizations.
