Beninese civil servants welcome wage and career regularization initiative

The Ministry of Economy and Finance, led by Romuald Wadagni, has initiated a sweeping campaign to resolve long-standing career advancements and unpaid salary arrears for Beninese civil servants. This decisive move underscores the administration’s commitment to improving the livelihoods of public sector workers across the country.

In a landmark announcement made by Léa Estelle Honfo Akpovo, Deputy Secretary-General of the Ministry of Finance, the government revealed plans to systematically address all pending career promotions that were due no later than December 31, 2026, or in prior years. The operation, set to unfold throughout June 2026, represents a long-awaited relief for thousands of public employees who have endured delays in their professional progression.

How the initiative benefits civil servants

This government-led effort will deliver tangible improvements in two critical areas for affected workers:

  • Career progression finalization: All pending promotion files will be processed to ensure every eligible civil servant receives the appropriate rank or grade they have rightfully earned.
  • Salary arrears settlement: Outstanding salary increases and back payments tied to these promotions will be disbursed promptly to beneficiaries.

A modern solution for transparent administration

To streamline this massive undertaking, the government is leveraging the newly implemented Sigrhp (Integrated Human Resources and Payroll Management System). This cutting-edge software ensures faster, fairer, and more transparent processing of employee records, eliminating bureaucratic bottlenecks that have historically slowed progress.

Romuald Wadagni emphasized that this modernization drive prioritizes the welfare of workers, proving that state reform is not merely an administrative exercise but a means to secure financial stability for those who serve the nation.

Immediate action required from ministries

The government has set a tight deadline for all ministries and public institutions to compile and submit their employees’ promotion files without delay. Specifically, they are tasked with sending lists of eligible civil servants—including those due for advancements in 2026 and prior years—to the General Directorate of the Civil Service as soon as possible.

This urgent call for action reflects the administration’s determination to resolve outstanding issues once and for all, ensuring that every public sector worker receives the compensation and recognition they deserve for their dedication.
