Following a decisive working session held at the Marina Palace under the presidency of Romuald Wadagni, Anselme Amoussou, the Secretary General of the Confederation of Autonomous Trade Unions of Bénin (CSA-Bénin), shared his strong optimism regarding the commitments made by the government.
The expanded meeting, which brought together trade union centers and representatives of the Aspirants to the Teaching Profession (AME), resulted in concrete decisions. These measures establish a series of significant professional guarantees for the teaching body after years of persistent demands.
Welcoming the constructive dialogue and the strong determination demonstrated by the authorities on the eve of the new school year, Anselme Amoussou highlighted the impact of these resolutions.
“The constructive atmosphere of our discussions and the attitude of the Head of State give us confidence that there is a genuine political will to definitively resolve the situation of these contract teachers,” the union leader stated.
Major achievements secured for contract teachers
The negotiations successfully finalized several key benefits aimed at regularizing the status of these educators. First, the initial requirement to undergo a new evaluation test has been permanently discarded. Instead, direct recruitment will be implemented based on credentials, recognizing the classroom experience and qualifications acquired over three consecutive completed contracts.
Furthermore, these professionals will join the public administration under the status of public law contract agents for decentralized local governments (ACDPCTD). This framework ensures balanced supervision between line ministries and local municipalities, while significantly facilitating access to bank loans and other financial services.
In terms of social protection, continuous registration with the National Social Security Fund (CNSS) is fully guaranteed, avoiding any administrative gaps. Additionally, aligning the age limits with general public service standards—set at 35 years for categories C and D, and 40 years for categories A and B—is designed to ensure that agents can accumulate the 15 years of contributions required to qualify for a retirement pension.
Finally, the established timeline prioritizes the integration of the 2019 cohort, which represents more than half of the total workforce, before gradually expanding the process to subsequent groups.
This social consensus marks the beginning of a gradual transition out of job insecurity for thousands of educators, paving the way for a peaceful and stable academic year across Bénin.
