Tchad Algeria energy cooperation meeting focuses on downstream sector

Strengthening Bilateral Ties in the Oil Downstream Sector

Hassan Adoum Younousmi, Director General of Chad’s Autorité de Régulation du Secteur Pétrolier Aval (ARSAT), met today with Algeria’s Minister of State for Hydrocarbons, Mohamed Arkab. The high-level discussion unfolded at the Algerian Ministry of Hydrocarbons headquarters, with key advisors from both delegations present.

The meeting underscores a broader push to deepen energy collaboration between Chad and Algeria. It follows the April 23, 2026 signing of a cooperation protocol between ARSAT and Algeria’s hydrocarbon regulator, aimed at fostering technical and institutional exchanges. Through knowledge sharing, best practice adoption, and joint capacity-building initiatives, both regulators are working toward shared goals in the petroleum downstream sector.

Key Focus Areas in the Energy Dialogue

The talks centered on critical aspects of downstream petroleum operations:

  • Regulatory framework enhancement to ensure streamlined oversight of petroleum activities
  • Infrastructure expansion including refinery upgrades, storage facilities, and distribution networks
  • Industrial safety protocols and environmental compliance measures
  • Digital transformation initiatives to modernize regulatory processes and improve transparency
  • Governance reforms aimed at strengthening institutional accountability

The two leaders emphasized the importance of sustainable development and regional integration in Africa. At the close of the meeting, both sides reaffirmed their commitment to nurturing a long-term partnership built on mutual trust and technical exchange.

« Our collaboration with Algeria is not just about oil—it’s about building a resilient energy future for Chad, » stated Hassan Adoum Younousmi. « Together, we are investing in human capital, modern infrastructure, and transparent systems that will serve our citizens for decades. »
