The Senegalese Prime Minister’s Office, known as the Primature, has undergone a significant organizational transformation following a leadership change in May 2026. Ousmane Sonko, who held the position of Prime Minister since November 2025, was succeeded by Al Aminou Lô, initiating a broad realignment of various state structures.
These adjustments are formalized by decree n°2025-1431, which delineates the distribution of state services and the oversight of public establishments, national corporations, and companies with public participation among the Presidency, the Primature, and various ministries.
Reforms initiated by Ousmane Sonko
During his tenure at the Primature, Ousmane Sonko implemented measures to strengthen the internal organization of the departments under his authority.
Specifically, decree n°2025-1929, dated November 27, 2025, established several new entities designed to support governmental actions. These included the Reform Orientation and Monitoring Unit, the Services Inspectorate, the Committee for Orientation and Monitoring of Asset Valorization and Recycling Initiatives, and the Procurement Commission.
At the level of the Government’s General Secretariat, new structures were also introduced, such as a Unit for the Preparation of the Council of Ministers and Monitoring of Institutional Dossiers, alongside the National Commission for Access to Information.
New alignments under Al Aminou Lô
With Al Aminou Lô’s assumption of office, the organizational framework of the Primature has been recalibrated. His cabinet, in particular, has been bolstered by integrating the Technical Secretariat of the National Committee for Local Content Monitoring, which previously operated under the Ministry of Petroleum and Mines.
Concurrently, certain entities have transitioned out of the Primature’s direct purview to join other ministerial departments.
A notable example is the General Directorate of National Civic Service and Volunteering, which now falls under the oversight of the Ministry of Youth and Sports.
BIC-Gouv moves to Ministry of Communication
Another significant shift involves the Government Information and Communication Office (BIC-Gouv), which has been transferred to the Ministry of Communication and Relations with Institutions.
This agency, formerly headed by journalist Mame Gor Ngom, thus departs from the immediate environment of the Primature.
The National Observatory of Places of Deprivation of Liberty has also seen a change in its supervisory authority, now reporting to the Ministry of Justice.
End of the Secretary of State spokesperson role
The new governmental configuration also marks the abolition of the position of “Secretary of State to the Prime Minister, responsible for Relations with Institutions and Government Spokesperson.”
Instead, the President of the Republic has opted to entrust these responsibilities to a full Minister of Communication and Relations with Institutions, who also assumes the role of Government Spokesperson.
