Paul Biya reshapes Cameroon’s military leadership amid extended absence

For nearly two months, Cameroonian president Paul Biya has been abroad, yet his authority remains unchallenged as sweeping changes within the military structure take shape. Official decrees bearing his signature have formally endorsed a major restructuring of the Armed Forces, introducing five new brigadier generals, a new Chief of Staff for the armed forces, and fresh leadership across critical territorial commands and strategic units, including the Presidential Guard.

A standout move is the elevation of Raymond Jean Charles Beko’o Abondo to brigadier general, while he retains his decade-long command of the Presidential Guard. Military analysts note this marks the first time since the elite unit’s establishment in 1985 that its leader holds this rank, widely seen as a renewed gesture of trust from the head of state.

Meanwhile, General of Division Ebaka Hippolyte assumes the role of Chief of Staff, succeeding his predecessor who has moved to the second section of active service. Six new regional commanders are also being deployed across four of the five inter-service military zones, with particular focus on areas facing heightened security threats—from the Far North battling Boko Haram insurgents to the restive Anglophone Southwest regions.

These appointments carry both military and political weight. They reinforce command authority and signal that Paul Biya continues to assert full control despite his prolonged absence. Critics, including opposition leader Maurice Kamto of the MRC, argue the changes fall short of addressing concerns about the effective exercise of presidential power and call for greater transparency, including the long-awaited formation of a new government—first announced by the president back in December 2025.
