High-level Moroccan-Spanish security cooperation praised in Rabat ceremony

In Rabat this past Thursday, Abdellatif Hammouchi, Director-General of Morocco’s National Security and Territorial Surveillance, hosted a high-profile delegation from Spain’s Civil Guard. The delegation was led by General Luis Peláez Piñeiro, head of Spain’s Intelligence Directorate, marking the official visit’s conclusion.

According to an official statement from Morocco’s National Security Directorate (DGSN), the meeting underscored the robust security cooperation between Moroccan and Spanish authorities. This partnership stands as a benchmark in counterterrorism efforts and cross-border crime prevention.

Several senior officials from the DGSN and the General Directorate for Territorial Surveillance (DGST) were awarded Spain’s highest honors. The distinctions, issued by Spain’s Interior Minister, recognize their pivotal role in enhancing operational collaboration and technical assistance between the two nations.

The communiqué highlights these recognitions as a testament to the deep strategic alliance between Morocco and Spain. It reflects Madrid’s acknowledgment of the Moroccan security leaders’ expertise in addressing shared threats.

During the ceremony, General Peláez Piñeiro emphasized Morocco’s critical role as a «strategic partner» in combating terrorism and organized crime. He praised the advanced bilateral security cooperation, which has become increasingly vital amid evolving regional and global challenges.

These honors follow Abdellatif Hammouchi’s receipt of Spain’s Grand Cross of Civil Guard Merit in November 2025—the highest distinction awarded by the Spanish institution. Earlier, in 2014, he was also granted the Police Merit Cross with Red Badge, honoring his contributions to exemplary security partnerships between Morocco and Spain.
