On Thursday, August 13, 2026, President Brice Clotaire Oligui Nguema presided over the inauguration of a state-of-the-art annex for the General Directorate of Counter-Espionage and Military Security (DGCISM), widely known as the “B2.” Located in the Bellevue 1 district of Libreville’s third arrondissement, this architectural marvel represents a significant leap forward in enhancing the country’s intelligence and security services.
This development is part of a broader government initiative to equip public administrations with cutting-edge operational tools. Spanning three floors and covering 900 square meters, the new facility was meticulously designed to meet stringent requirements for confidentiality and operational security.
The interior layout underscores a commitment to seamless internal coordination. The ground floor houses the Judicial Investigations Directorate, the first floor is dedicated to the Military Security Directorate, and the top floor accommodates the General Directorate itself.
Modernization praised by leadership
Addressing a gathering of civil and military dignitaries, the DGCISM Director-General, Colonel Joseph Ondo Be, conveyed the agency’s deep appreciation to the Head of State. Describing the annex as a ‘strategic asset,’ he highlighted how this new infrastructure would vastly improve working conditions for security personnel.
While emphasizing the need for disciplined management of this asset, Colonel Ondo Be also expressed hope that this progress would soon extend to renovating the main building, upgrading provincial outposts, and renewing the agency’s vehicle fleet.
