Libreville has set a firm January 2029 deadline for local mineral processing before export. While France supports the principle, officials are negotiating more flexible timelines due to the massive infrastructure investments required. ‘This is precisely why the President’s visit matters,’ noted a spokesperson for President Oligui Nguema late last week.

Military base negotiations take center stage

The fate of the former French military Camp de Gaulle in Libreville will be another critical discussion point. Gabon seeks full land title transfer and name change, with future military cooperation limited to training programs. Meanwhile, water supply agreements with Suez continue to face implementation challenges, despite a 120 billion CFA franc commitment from Paris.

While Gabon diversifies partnerships with China, Turkey and India, France remains its primary diplomatic ally in the region.

Debt restructuring dominates behind-the-scenes talks

Though not officially confirmed, Gabon’s mounting debt—exceeding 70% of GDP—will heavily influence discussions. Libreville has launched comprehensive audits with results expected this month, while pursuing an IMF program that has faced document delays. France, as current Chair of the Paris Club, is pushing for coordinated debt solutions that could affect regional CFA franc stability.
