Ivorian Government Advances Landmark Territorial Plan for 2045
The Minister of Planning and Development, Dr. Souleymane DiarraSSouba, chaired a pivotal national workshop in Abidjan this week to validate the study for Côte d’Ivoire’s first-ever National Territorial Planning Framework (SNAT CI-2045). The gathering brought together key decision-makers including government officials, prefects, local authorities, technical and financial partners, private sector representatives, civil society, academics, experts, and media professionals.
The session marked a critical milestone in finalizing a comprehensive national reference framework designed to guide both public and private investments toward sustainable, balanced territorial development.
Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning mechanisms to align economic, social, and environmental transformation with Côte d’Ivoire’s long-term vision.
Territorial planning plays a transformative role in this strategy. It ensures a fairer distribution of investments, unlocks regional potential, and enhances the coherence of development policies across the country.
How the SNAT CI-2045 Will Shape the Nation’s Future
The SNAT CI-2045 serves as the cornerstone for long-term spatial development. It defines where public and private investments should be directed, harmonizing state actions with local governance and development actors. Each region will be assigned specific roles that align with its unique strengths and opportunities.
Dr. DiarraSSouba emphasized the framework’s dual purpose: “The 2026–2030 National Development Plan sets the mid-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial blueprint, ensuring coherence across all development initiatives. Together, these frameworks provide a unified vision for public action nationwide. As the ministry responsible for territorial planning and local development, our goal is to ensure every region contributes meaningfully to the nation’s progress.”
Strategic Visions for a Balanced and Resilient Nation
The validated proposals stem from a rigorous, multi-scale participatory process. They are grounded in a thorough national assessment and address critical challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, enhancing local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 is built on five strategic pillars: balanced territorial development, efficient urban-rural networks, strengthened local governance, a high-performance and inclusive economy, and accelerated climate transition.
Following the workshop, the finalized draft will be submitted to the Government for approval before being presented to Parliament. Once adopted, Côte d’Ivoire will have its first national territorial planning law, guiding state investments toward regions where they will have the greatest impact and fostering equitable development nationwide.
