National Workshop Validates Ivorian Territorial Development Blueprint
The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to finalize the validation of the Schéma National d’Aménagement du Territoire (SNAT CI-2045). Attendees included high-ranking officials, prefects, local authorities, technical and financial partners, public administrators, private sector representatives, civil society, academics, experts, and media professionals.
Groundbreaking Framework for Long-Term Development
This milestone paves the way for Côte d’Ivoire’s first national territorial planning reference. The SNAT CI-2045 will equip the state with a robust framework to guide public and private investments, enhance policy efficiency, and promote balanced territorial growth. Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning mechanisms to support the country’s economic, social, and environmental transformations.
Territorial planning stands at the core of these efforts, ensuring a fairer distribution of investments, unlocking regional potential, and reinforcing the coherence of development policies. The SNAT CI-2045 serves as the long-term spatial development blueprint, defining specific territorial vocations and harmonizing the actions of the state, local governments, and development stakeholders.
Five Strategic Pillars for a Resilient Ivorian Future
Dr. DIARRASSOUBA emphasized the synergy between the SNAT CI-2045 and the National Development Plan (PND 2026–2030): « The PND sets medium-term priorities, while the SNAT CI-2045 translates these into territorial realities for long-term impact. Together, they ensure coherent public action nationwide. Our mission is to secure each region’s rightful place in the national development agenda. »
The validated guidelines emerge from a rigorous, multi-scale participatory process, grounded in a comprehensive national territorial diagnosis. They address critical challenges: reducing regional disparities, managing urbanization, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 is built on five strategic axes:
- Balanced territorial development: Ensuring equitable growth across regions.
- Efficient urban-rural networks: Enhancing connectivity and resource sharing.
- Strengthened territorial governance: Empowering local authorities and communities.
- High-performing, resilient, and inclusive economy: Fostering sustainable prosperity.

Next Steps Toward Adoption and Implementation
Following the workshop, the draft SNAT will be submitted to the government for approval before being presented to Parliament for legislative adoption. Côte d’Ivoire will then possess its first national territorial planning reference, guiding state investments toward high-impact regions and fostering nationwide balanced development.
