The electoral registration landscape in Cameroon

The annual revision of electoral lists, which commenced on January 2nd, concluded on August 31st, 2026. This period, mandated by the electoral code, is crucial for updating the voter rolls, allowing new electors who have reached the voting age of 20 to register, alongside those who have never previously enrolled.

Despite extensive public awareness campaigns by various electoral stakeholders, there was a noticeable lack of urgency among eligible citizens to register for the electoral lists this year. This contrasts sharply with the significant enthusiasm observed in previous years, particularly in the lead-up to the presidential election, which remains the most pivotal election in Cameroon.

One might have anticipated a sustained surge in voter registration, especially with legislative and municipal elections initially slated for the first quarter of 2025, then postponed twice, and now theoretically scheduled for February 2027. This period presented what was effectively the final opportunity for unregistered individuals to enroll before these crucial polls, as per the current electoral code.

However, the aftermath of the last presidential election, marked by widespread contestation of official results and subsequent post-electoral tensions that reportedly led to 20 to 40 fatalities, appears to have significantly discouraged potential new voters from participating in the registration process.

While millions of citizens are already listed on the electoral rolls, many more eligible voters in Cameroon remain unregistered, according to electoral analysts. These experts believe that the voter registration rate, distinct from election participation or abstention rates, can still be substantially improved.

Recognizing this challenge, key players in the electoral process, including the electoral body Elections Cameroon (Elecam) and political parties, are actively engaged in grassroots efforts to motivate and enroll eligible but unregistered individuals. To further facilitate this, adopting innovative measures that encourage citizens to register while respecting their freedoms could be beneficial.

For instance, the government could introduce social incentives for registered voters, without incurring direct financial costs to the state. These might include expedited processing of certain administrative documents or preferential access to public employment opportunities. Ultimately, numerous viable options exist, provided there is sufficient political will to implement them.
