Bénin’s interior ministry conducts mid-year performance evaluation for 2026 annual plan
In Cotonou, from August 4 to 6, 2026, key figures from Bénin’s Ministry of Interior and Public Security, alongside finance chain stakeholders, gathered to scrutinize the advancement of the Annual Work Plan (PTA) as of June 30. This crucial review aims to pinpoint any discrepancies and challenges encountered, enabling the formulation of corrective strategies for the latter half of the year.

The inaugural session, held on Tuesday, was presided over by Djibril Mama Cissé, the Minister in charge of Interior and Public Security. Discussions primarily focused on presenting a comprehensive report detailing the ministry’s financial execution as of June 30, 2026, along with a review of the public procurement plan’s implementation.
The gathering brought together program managers, senior leaders from various ministry departments, and all personnel involved in the expenditure chain. Their agenda included assessing the progress of interventions outlined in the 2026 PTA and evaluating the outcomes achieved against the objectives and indicators established for the first semester.
Participants are also tasked with meticulously analyzing any deviations between forecasts and actual accomplishments. Furthermore, they will examine the constraints that impacted activity implementation and collaboratively define strategic actions designed to enhance performance during the remaining six months of the fiscal year.

In his address, Minister Djibril Mama Cissé characterized the mid-term review as a vital instrument for guiding public policy. He emphasized that this exercise is crucial for measuring progress, identifying impediments to goal attainment, and agreeing upon necessary adjustments.

Abdel Nasser Samary, the Director of Planning, Administration, and Finance for the ministry, conveyed that organizing this review is a fundamental step within the ongoing process of updating the department’s medium-term expenditure framework.
Discussions are slated to continue until August 6, featuring several presentations on program-based management and detailed execution reports. Attendees will also deliberate on the new decree concerning the ministry’s responsibilities, organization, and operational procedures, alongside texts pertaining to newly established structures.
