Bénin has officially established its first-ever Senate, an institution brought into existence following a constitutional revision enacted in November 2025. This new legislative body is primarily tasked with enhancing the regulation of the nation’s political landscape.
The Senate comprises 25 parliamentarians whose membership is not determined by popular election. Instead, individuals become members by right, such as former presidents, or are designated directly by the head of state.
Patrice Talon, aged 68, who served as president for two terms from 2016 to 2026—the maximum tenure permitted by the Constitution—has been elected to lead this pivotal chamber. He affirmed his commitment, stating, “I want to assure you of my availability and my unwavering dedication to ensuring the seamless operation of a Senate that will feel like a family to us.”
Speaking from Porto-Novo, the capital, following his election, Mr. Talon pledged his efforts towards strengthening national unity, bolstering the political stability of our country, and promoting peace and democracy.
The senators cast their votes, electing Mr. Talon with 24 votes, while one ballot remained blank.
Among the distinguished members of this new Senate are former heads of state Thomas Boni Yayi, who governed from 2006 to 2016, and Nicéphore Soglo, who held office from 1991 to 1996.
Paul Hounkpè, who contested the most recent presidential election as the sole opposition candidate, also holds a seat within this newly formed institution.
The last presidential election, held in April, saw Romuald Wadagni, the former Minister of Economy and a successor to Patrice Talon, emerge victorious.
