Bénin’s institutional framework is on the cusp of a momentous transformation. Members of the nation’s inaugural Sénat convened a private session on Friday, July 24, at the Sofitel Hotel in Cotonou. This nearly two-hour closed-door meeting focused on finalizing procedural and organizational details ahead of the official installation ceremony, scheduled for Thursday, July 30, at the Palais des Gouverneurs in Porto-Novo.

Upholding chamber autonomy through separation of powers

In the absence of the eldest member, former President Nicéphore Dieudonné Soglo, the session was presided over by seasoned legal professional Me Robert Dossou, a former bâtonnier. Dossou underscored the foundational principle governing the establishment of this new upper chamber:

“The chamber itself is responsible for organizing its installation, adhering to the principle of separation of powers. Allowing the Executive to orchestrate our setup would be inappropriate,” Me Robert Dossou emphasized.

To ensure a fully structured and prepared body by the July 30 deadline, the senators agreed to hold a series of consultative meetings in the days leading up to the historic event.

Out of the 25 individuals designated to form this new institution, a direct outcome of recent constitutional reforms, 23 senators were in attendance.

A particularly striking and symbolic moment of the gathering was the joint presence of former Presidents of the Republic, Patrice Talon and Thomas Boni Yayi, seated side-by-side. They were joined by other prominent figures from Bénin’s political and parliamentary landscape.

Only two absences were noted: that of the eldest senator, Nicéphore Soglo, who had initially called for the convocation, and former minister Sacca Lafia.

The operational launch of the Sénat, a direct result of recent constitutional amendments, solidifies the establishment of bicameralism in Bénin. From July 30 onwards, this new chamber, poised to assume a pivotal role within the legislative framework of the Fifth Republic, will officially commence its duties in the political capital. This represents a significant stride forward for Bénin’s democratic evolution.
