With coastal erosion and marine resource management pressing concerns, Bénin has taken a decisive step toward strengthening its maritime expertise. Through the OPERA (Ocean Prediction Enhancement in Regions of Africa) initiative, a groundbreaking international training program on ocean forecasting has just concluded, drawing nearly 1,200 participants worldwide. This effort has elevated Bénin‘s universities and researchers to the forefront of global maritime research.
Bénin’s academic leadership in a world-class ocean science program
The initiative, led nationally by the UNESCO Chair / CIPMA at the University of Abomey-Calavi (UAC), consisted of a seven-week online course (MOOC) that showcased the country’s ability to foster scientific excellence. Out of 1,162 registrants from 111 countries, Bénin ranked as the most represented nation, reflecting strong engagement from educators, students, and environmental managers across the country.

The true value of this training lies in its practical focus. Every module was designed so learners could directly apply the knowledge to real-world challenges—whether they’re local fishermen, coastal managers, or marine scientists. It’s not just about theory; it’s about actionable solutions.
Cutting-edge tools for coastal protection and sustainable fisheries
Over 21 hours of interactive learning, participants explored advanced technologies, including satellite observation, Argo floats, and high-resolution numerical models. The goal was clear: empower Bénin’s professionals with skills they can use immediately to address critical local issues:
- Coastal erosion prevention: Enhancing wave and tide forecasting to safeguard the fragile coastal strip.
- Sustainable fisheries management: Mapping and predicting high-yield fishing zones to support responsible resource use.
- Maritime security: Strengthening surveillance of territorial waters and improving pollution risk mitigation.
A select group of 500 learners received personalized mentorship, culminating in an academic certification co-delivered by the UNESCO Chair at UAC and the University of Toulouse.
A collaborative success backed by European funding
The program’s achievements stem from a robust partnership between the University of Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS), and Mercator Ocean International. Financial support came from the European Union under the Arc X / Global Gateway initiative.
By placing UAC’s young scientists and volunteer researchers at the heart of this international expert network—comprising researchers from Bénin, France, the United States, and Spain—Bénin has reaffirmed its commitment to using ocean science as a sovereign tool for sustainable development and maritime protection.
