The 2026 assessment was structured around a comprehensive framework of 145 community texts. As highlighted by UEMOA Commission President Abdoulaye Diop, the review assesses the precise transposition of legal acts from the Council of Ministers and the Conference of Heads of State and Government.

The evaluation centered on three foundational areas for the region’s economic development:

  • Economic governance and convergence: This pillar covers the harmonization of budgetary frameworks, multilateral surveillance, and transparency in public financial management.

Upon conclusion of the review, the verdict was clear: Bénin achieved a 73% overall implementation rate. Within UEMOA’s benchmarking system, the 70% mark signifies a state’s meaningful progress in transposition efforts. The minister also pointed out that this institutional gathering serves a dual purpose: identifying administrative or regulatory bottlenecks in specific domains, sharing best practices and lessons learned with the UEMOA delegation, and agreeing on concrete solutions to expedite the transposition of pending directives.

While the overall result is commendable, the remaining 27% gap represents the next frontier for Bénin. Transposing complex sectoral policies demands heightened inter-ministerial coordination.

In reaffirming the government’s commitment to continuing reforms, Médénou outlined the roadmap for the coming months. The goal is to present tangible progress in the identified areas by the next annual review.
